Calculation Methodology & Legal Basis

Financial advisors recommend that total housing costs (base rent + 5% Dubai municipality housing fee + DEWA + Chiller) do not exceed 30% to 35% of household net income. In Dubai, an additional 5% housing fee is billed through DEWA monthly.

Worked Example

For household income of AED 25,000/month, the 30% affordable housing budget is AED 7,500/month (AED 90,000/year total housing expenditure). Subtracting 5% municipality fee (AED 340) and utilities (AED 900), the target base rent is ~AED 75,000/year.
